Build problem by Mixed32/64 for LocalAppdata don't access

[Solved] my setting miss

Problem description
64bit Installer ... install ... app can access LocalAppdata folders files
32bit Installer ... install ... app can access LocalAppdata folders files
Mixed32/64 Installer ... install ... app can't access LocalAppdata
Why?
Check flag is not correct. Fixed OK.

How to reproduce ?
by send e-mail

Environment
Windows 8.1 64bit Japanese
